How to Open a Restaurant in Saudi Arabia: Licences, Costs, and the First 90 Days

Licensing step by step, the cost lines everyone forgets, and the break-even maths — before you sign a lease.

Opening a restaurant in Saudi Arabia is not procedurally hard so much as financially unforgiving. The mistakes that close restaurants are not made in year two — they are made before opening: the wrong location, a long lease with no exit, and not enough working capital for three months.

This guide walks from idea to day 90, focused on the decisions you cannot reverse.

Before any licence: numbers on one page

Before thinking about registration, write these down. If you do not know them, you do not yet know whether the project works:

  • Target average ticket — what will one guest realistically spend?
  • Guests per day — from table count and turn rate, not from hope.
  • Target food cost percentage — say 30%. See food cost calculation.
  • Rent as a share of projected sales — above 12% makes profitability nearly impossible.
  • Labour as a share — including social insurance and housing if provided.
  • Monthly break-even — how many tickets a month cover everything?

A quick rule: if annual rent plus fit-out exceeds six months of projected revenue, revisit the location. Restaurants rarely fail because of the food — they fail on the rent equation.

Licensing in the right order

Sequence matters — each step depends on the previous one, and doing them out of order costs weeks:

  1. 1) Commercial registration (CR)Issued electronically through the Ministry of Commerce / Saudi Business Center, specifying the activity precisely (restaurant, café, catering). The registered activity governs everything that follows — choose carefully.
  2. 2) Trade name and trademarkReserve the name early and register the trademark if you plan to expand or franchise. Changing the name after fit-out and signage is expensive.
  3. 3) An attested leaseThe property must be zoned for a commercial activity that permits restaurants. Verify before signing, not after — an ineligible property means the municipal licence is impossible.
  4. 4) Municipal licence (Balady)Building requirements apply: kitchen areas, ventilation and extraction, separation of raw and cooked food paths, washrooms, and emergency exits. Read them before you design the kitchen.
  5. 5) Civil Defence certificateFire suppression and alarms, emergency exits, and a suppression system over the cook line. These are designed with the kitchen, not bolted on afterwards.
  6. 6) Food safety and health requirementsHealth certificates for food handlers with periodic testing, plus food handling, traceability, and cold-chain requirements.
  7. 7) Tax registrationVAT registration is mandatory above the annual taxable revenue threshold and optional above a lower one. Once registered, e-invoicing becomes mandatory.
  8. 8) Social insurance and labourRegister the business and employees for social insurance, document employment contracts, and meet localisation requirements for your activity and size.

Costs: the lines everyone forgets

Most feasibility studies estimate fit-out and equipment well and forget the following — which is precisely what drains the capital:

ItemWhy it is forgottenPractical estimate
3–6 months working capitalAssumes sales cover costs immediatelyThe single most important line
Fit-out period with no revenueRent starts before opening2–4 months of rent
Opening inventoryConfused with monthly costHigher than a normal month
Pre-opening trainingTwo weeks of wages with no salesReal and necessary
First-month wasteThe team is still learningDouble your usual estimate
Signage and municipal permitsRequested after fit-outVaries by city
Opening marketingPostponed, then cancelledNo silent opening succeeds
Maintenance and breakdownsNobody plans for itReserve a monthly allowance
Cost lines missing from most estimates

Systems: decide before fit-out, not after

The common wrong order: fit out the space, open, then shop for a POS in the final week. The result is a rushed choice you live with for years.

System decisions to settle at least a month before opening:

Entering the menu, recipes, and cost cards two weeks before opening gives you real numbers from day one instead of three months of guessing.

The first 90 days

  1. Days 1–14: a soft openingDo not open at full capacity. Invite a limited number of guests a day with a shortened menu. The goal is to find kitchen bottlenecks before the public does, not to hit a sales number.
  2. Days 15–30: expand the menu graduallyAdd items in batches and watch prep time per item. Anything that consistently jams the kitchen gets fixed or cut now, not in six months.
  3. Days 31–60: tighten the numbersFirst full stock count, actual food cost, and a comparison against target. This is where you discover the gap between recipe and execution.
  4. Days 61–90: marketing and repeat businessOnly now spend on marketing. Promoting before operations are stable brings guests to a bad experience — and one bad experience costs more than any advert brings in.

Numbers to track from day one

Do not wait for month end. Track daily: ticket count, average ticket, estimated food cost percentage, late orders, and waste value. Five numbers in one message every night is enough — and it catches drift after three days instead of thirty.

A restaurant that measures from day one corrects course cheaply. One that waits for the accountant's monthly report discovers the problem after it has already cost three months of margin.

Frequently asked questions

What licences are required to open a restaurant in Saudi Arabia?

Generally: a commercial registration for restaurant activity, an attested lease on an eligible property, a municipal (Balady) licence, a Civil Defence certificate, food safety requirements with health certificates for staff, and tax and social insurance registration. Verify current details on the official platforms.

How much working capital do I need after opening?

Hold enough to cover three to six months of full fixed costs after opening. The most common cause of restaurant closure is not weak sales but running out of cash before sales stabilise.

When do I need to register for VAT?

Registration is mandatory above the annual taxable revenue threshold and optional above a lower one. Once registered, e-invoicing becomes mandatory for your restaurant — so choose a compliant POS from the start.

Should I open with a large menu or a small one?

Start with a short menu you execute well and expand once prep times are stable. A large opening menu raises waste, slows the kitchen, and dilutes training.
