VAT for Restaurants in the Gulf: What Operators Need to Know
Rates by country, how service charges, delivery fees and tips are treated, recovering input VAT, and the filing mistakes that cost money.
VAT looks simple: add a percentage to the price and remit it. In restaurants specifically, the details trip up even accountants. Is a service charge taxable? What about delivery? Tips? Discount vouchers? Free staff meals?
This guide answers the operational questions you actually meet on the floor.

Standard VAT rates (verify current rates before relying on them)
If you operate in more than one country, the decisive point is that your system must hold a rate, currency, and timezone per branch, not one setting for the whole account. A system that forces one rate across all branches makes regional expansion impossible to account for.
Tax-inclusive or tax-exclusive pricing?
In restaurants across the region, the convention is that the displayed consumer price includes VAT. To work backwards:
Net price = Gross price ÷ (1 + rate)
So a SAR 46 dish in Saudi Arabia is SAR 40 plus SAR 6 of VAT. The common mistake is calculating VAT at invoice level rather than line level; the difference is a few halalas per bill, but it accumulates into irritating monthly reconciliation gaps.

Input VAT: money restaurants leave behind
VAT you pay on purchases — ingredients, rent, electricity, equipment, software subscriptions — is deductible against the VAT you collect, on one condition: a valid tax invoice carrying your VAT number.
Restaurants lose this money routinely, for mundane reasons:
Cash purchases at the produce market with no tax invoice.
Invoices issued to an individual rather than the business.
Thermal receipts that fade before filing day.
Maintenance and equipment paid out of pocket and never passed to accounting.
The fix is operational, not accounting: a hard rule that every expense needs a tax invoice in the business's name before payment, and every receipt is photographed on receipt. A supplier who cannot issue a tax invoice effectively costs you the full VAT rate on top of their price — factor that in when comparing quotes.
Filing: five common mistakes
Filing straight from the sales report without reconciling to actual receipts and voided invoices.
Ignoring credit notes — orders cancelled after the invoice was issued need a credit note that reduces VAT due.
Merging branches into one return with no breakdown that supports a later audit.
Forgetting deemed supplies such as free meals and samples, where local rules require it.
Not retaining documents for the statutory period — at audit the burden is on you, not your supplier.
What your system should do automatically
If your accountant spends two days a month preparing the return, the problem is the system, not the accountant. A sound system should:
Calculate VAT at line level, not invoice level.
Apply discounts before calculating VAT.
Hold an independent rate and currency per branch and country.
Link every credit note to its original invoice.
Produce an output and input VAT report ready for the period.
Retain invoices electronically for the statutory period and allow export.
In Saudi Arabia these requirements intersect with ZATCA e-invoicing — worth reading separately, because its technical demands go deeper than VAT itself.
Frequently asked questions
Are delivery fees subject to VAT?
Delivery fees charged by the restaurant are normally treated as part of the supply and taxed at the same rate. Check your country's rules for cases where a third party delivers and invoices the customer directly.
Are tips subject to VAT?
A genuinely voluntary tip decided by the customer is usually outside VAT scope, while a mandatory service charge added to the bill is taxable. The deciding factor is whether payment is entirely voluntary.
How do I extract VAT from a tax-inclusive price?
Divide the gross price by (1 + rate). In Saudi Arabia: 46 ÷ 1.15 = SAR 40 net, so SAR 6 of VAT.
Can I reclaim VAT on my purchases?
Yes — input VAT on business-related purchases is deductible provided you hold a valid tax invoice in the business's name showing your VAT number. Buying without one means losing that deduction.
