إذا كان مطعمك مسجّلاً في ضريبة القيمة المضافة في المملكة العربية السعودية، فالفوترة الإلكترونية ليست خياراً. كل إيصال تُخرجه من الكاشير هو فاتورة ضريبية مبسّطة بنظر هيئة الزكاة والضريبة والجمارك (ZATCA)، وله متطلبات شكل ومحتوى وأرشفة محدّدة. المشكلة أن أغلب أصحاب المطاعم يكتشفون ذلك متأخراً — عادةً عند أول زيارة تفتيش.
هذا الدليل يشرح ما تحتاجه فعلياً في مطعم، لا في شركة استيراد أو مكتب استشارات: ما الفرق بين الفاتورة الضريبية والمبسّطة، ماذا يجب أن يظهر على الإيصال الحراري مقاس 80 مم، ما دور رمز QR، ومتى يصبح الربط المباشر مع منصة «فاتورة» إلزامياً عليك.
المرحلتان: الإصدار ثم الربط
قسّمت الهيئة الفوترة الإلكترونية إلى مرحلتين متتاليتين، وكل مرحلة تفرض متطلبات مختلفة تماماً على نظام الكاشير:
المرحلة الأولى — الإصدار والحفظ (سارية منذ 4 ديسمبر 2021)يجب أن تصدر الفواتير إلكترونياً من نظام متوافق وتُحفظ إلكترونياً. الفاتورة المكتوبة بخط اليد أو المُعدّة على محرّر نصوص غير مقبولة. الفواتير المبسّطة (B2C — أي إيصال العميل العادي في المطعم) يجب أن تحمل رمز QR.
المرحلة الثانية — الربط والتكامل (بدأت 1 يناير 2023 على موجات)يجب أن يرتبط نظامك تقنياً بمنصة «فاتورة» عبر واجهة برمجية. تُصدر الفواتير بصيغة XML (أو PDF/A-3 مع XML مضمّن)، ومعها ختم تشفيري ومعرّف UUID وتسلسل هاش. الفواتير المبسّطة تُبلَّغ للهيئة خلال 24 ساعة من إصدارها.
الموجات في المرحلة الثانية تُحدَّد بحسب إيرادات المنشأة الخاضعة للضريبة في سنة مرجعية، وتُبلَّغ الهيئة المنشآت المستهدفة قبل موعدها بمدة لا تقل عن ستة أشهر. عملياً: لا تنتظر الإشعار لتبدأ الاستعداد — أغلب المطاعم متعدّدة الفروع دخلت الموجات بالفعل.
الفاتورة المبسّطة مقابل الفاتورة الضريبية
في المطعم تتعامل مع النوعين، والخلط بينهما هو أكثر خطأ متكرّر:

ماذا يجب أن يظهر على الإيصال؟
الحد الأدنى لأي فاتورة مبسّطة يصدرها مطعمك:
عبارة «فاتورة ضريبية مبسّطة» بشكل واضح
اسم المطعم (المنشأة) كما هو في السجل التجاري
الرقم الضريبي (VAT) المكوّن من 15 رقماً

نقطة تقنية يغفل عنها الكثيرون: رمز QR ليس مجرد صورة. إنه سلسلة TLV (Tag-Length-Value) مشفّرة بـ Base64، تحتوي في المرحلة الأولى على خمسة حقول إلزامية: اسم البائع، الرقم الضريبي، الطابع الزمني، الإجمالي شاملاً الضريبة، ومبلغ الضريبة. في المرحلة الثانية تُضاف حقول الهاش والتوقيع الرقمي والمفتاح العام. رمز QR يحتوي على رابط موقعك مثلاً — وليس على هذه البيانات — هو رمز غير مطابق.
خمسة أخطاء تتكرّر في المطاعم
تقريب الضريبة على مستوى الفاتورة بدلاً من الصنف — فرق الهللات يتراكم ويظهر في المطابقة الشهرية.
الطلبات الملغاة بعد الطباعة — الإلغاء بعد إصدار الفاتورة يحتاج إشعاراً دائناً (Credit Note) مرتبطاً برقم الفاتورة الأصلية، لا حذفاً من النظام.
تسلسل أرقام الفواتير المكسور — لكل فرع تسلسل متصل لا يبدأ من جديد كل يوم، وأي فجوة تحتاج تفسيراً.
رسوم التوصيل خارج الوعاء الضريبي — رسوم التوصيل التي يتقاضاها المطعم خاضعة للضريبة مثل الطعام.
عدم الاحتفاظ بالنسخة الإلكترونية — الاحتفاظ بالورق فقط لا يفي بالمتطلب؛ يجب حفظ النسخة الإلكترونية للمدة النظامية.
الفروع المتعدّدة ووحدات نقاط البيع
إذا كان لديك أكثر من فرع، لكل جهاز كاشير هوية مستقلة في منظومة الفوترة الإلكترونية: شهادة تشفير خاصة (CSID) وتسلسل فواتير مستقل. هذا يعني أن إضافة جهاز كاشير جديد في فرع جديد ليست مجرد تركيب — إنها عملية تسجيل وربط. اختر نظاماً يتعامل مع هذا تلقائياً بدل أن يطلب منك خطوات يدوية عند كل جهاز.
الفواتير المبسّطة لا تحتاج مصادقة لحظية من الهيئة قبل تسليمها للعميل — وهذا مهم جداً في المطاعم: طابور الكاشير لا يمكن أن يتوقّف بانتظار استجابة الإنترنت. النظام يصدر الفاتورة فوراً، ويبلّغ الهيئة خلال 24 ساعة. لكن هذا يفترض أن نظامك يخزّن الفواتير محلياً عند انقطاع الاتصال ويعيد إرسالها لاحقاً — اسأل عن هذه النقطة تحديداً قبل الشراء. راجع أيضاً دليلنا لاختيار نظام كاشير في السعودية.
قائمة تحقّق قبل موعد الالتزام
تأكّد من صحة الرقم الضريبي وبيانات المنشأة في النظام (خطأ رقم واحد يبطل كل الفواتير).
اطبع إيصالاً تجريبياً وافحص رمز QR بتطبيق «فاتورة» للتحقّق من قراءته.
فعّل الإشعارات الدائنة والمدينة في الكاشير واختبر إلغاء طلب بعد الطباعة.
تحقّق من أن كل فرع/جهاز له تسلسل فواتير مستقل ومتصل.
صدّر تقرير الضريبة الشهري وطابقه يدوياً مرة واحدة على الأقل قبل الاعتماد عليه.
درّب مناوبة كاملة على زر «فاتورة ضريبية» ومتى يُستخدم.
الفوترة الإلكترونية تبدو عبئاً تنظيمياً، لكن الجانب الآخر منها أن بياناتك تصبح نظيفة ومهيكلة — وهذه هي المادة الخام لتقارير مثل تكلفة الطعام وتحليل ربحية الأصناف. المطاعم التي تعاملت مع الالتزام كفرصة لترتيب بياناتها خرجت منه أقوى تشغيلياً، لا فقط أكثر امتثالاً.
أسئلة شائعة
هل يجب على كل مطعم في السعودية إصدار فواتير إلكترونية؟
كل منشأة مسجّلة في ضريبة القيمة المضافة في السعودية ملزمة بالفوترة الإلكترونية، بما فيها المطاعم والمقاهي. المنشآت غير المسجّلة في الضريبة (تحت حد التسجيل الإلزامي) غير مشمولة.
هل يكفي وضع رمز QR على الإيصال؟
لا. رمز QR أحد المتطلبات فقط. يجب أن تكون الفاتورة صادرة من نظام إلكتروني متوافق، ومحفوظة إلكترونياً، وتحتوي على كل الحقول الإلزامية، ورمز QR نفسه يجب أن يكون سلسلة TLV مشفّرة Base64 وليس رابطاً أو نصاً عادياً.
ماذا يحدث إذا انقطع الإنترنت أثناء ساعة الذروة؟
الفواتير المبسّطة لا تحتاج مصادقة لحظية من الهيئة، لذا يمكن للنظام إصدارها فوراً وتخزينها محلياً ثم تبليغها خلال 24 ساعة. تأكّد أن نظامك يدعم هذا السلوك فعلياً قبل الاعتماد عليه.
كيف ألغي فاتورة بعد طباعتها؟
لا تُحذف الفاتورة. يُصدر إشعار دائن (Credit Note) مرتبط برقم الفاتورة الأصلية ويوضّح سبب الإلغاء. حذف الفاتورة من النظام يكسر تسلسل الأرقام ويُعدّ مخالفة.

If your restaurant is VAT-registered in Saudi Arabia, e-invoicing is not optional. Every receipt your POS prints is a simplified tax invoice in ZATCA's eyes, with specific requirements for format, content, and archiving. Most restaurant owners find this out late — usually during a first inspection.
This guide covers what a restaurant actually needs, not what an import business or a consultancy needs: the difference between a standard and a simplified invoice, what has to appear on an 80 mm thermal receipt, what the QR code really is, and when direct Fatoora integration becomes mandatory for you.
Two phases: generation, then integration
ZATCA split e-invoicing into two sequential phases, and each puts very different demands on your POS:
Phase 1 — Generation & storage (in force since 4 December 2021)Invoices must be issued from a compliant electronic system and stored electronically. Handwritten invoices or ones typed in a word processor are not acceptable. Simplified invoices (B2C — the ordinary customer receipt) must carry a QR code.
Phase 2 — Integration (rolling since 1 January 2023, in waves)Your system must connect to the Fatoora platform through an API. Invoices are issued as XML (or PDF/A-3 with embedded XML) with a cryptographic stamp, a UUID, and a hash chain. Simplified invoices are reported to ZATCA within 24 hours of issue.
Phase 2 waves are defined by taxable revenue in a reference year, and ZATCA notifies targeted businesses at least six months ahead. Practically: don't wait for the notice to start preparing — most multi-branch restaurant groups are already in scope.

A Base64-encoded TLV QR code
One technical point most people miss: the QR code is not just an image. It is a TLV (Tag-Length-Value) string encoded in Base64, carrying five mandatory fields in Phase 1 — seller name, VAT number, timestamp, total with VAT, and VAT amount. Phase 2 adds the invoice hash, the digital signature, and the public key. A QR code that simply encodes your website URL is not compliant.
Five mistakes restaurants keep making
Rounding VAT at invoice level instead of line level — halalas add up and surface in the monthly reconciliation.
Voiding an order after printing — a post-issue cancellation needs a credit note linked to the original invoice number, not a deletion.
Broken invoice sequences — each branch needs one continuous sequence that does not restart daily, and any gap has to be explainable.
Leaving delivery fees out of the tax base — delivery fees the restaurant charges are taxable just like the food.
Keeping paper only — the electronic copy must be retained for the statutory period; a shoebox of thermal receipts is not archiving.
Multiple branches and POS devices
With more than one branch, every POS device is a distinct identity in the e-invoicing system: its own cryptographic certificate (CSID) and its own invoice sequence. Adding a till in a new branch is therefore a registration and onboarding step, not just an installation. Pick a system that handles that automatically instead of handing you a manual procedure per device.
Simplified invoices do not need live clearance before you hand the receipt over — which matters enormously in a restaurant: the queue cannot stall waiting on a network round-trip. The system issues immediately and reports within 24 hours. Pre-deadline checklist
Verify the VAT number and entity details in the system — one wrong digit invalidates every invoice.
Print a test receipt and scan the QR with the Fatoora app to confirm it parses.
Enable credit and debit notes in the POS and test voiding an order after printing.
Confirm every branch and device has its own continuous invoice sequence.
Test an internet outage: do sales continue, and do invoices get reported afterwards?
Export the monthly VAT report and reconcile it by hand at least once before you trust it.

E-invoicing looks like pure regulatory overhead, but the other side of it is that your data becomes clean and structured — which is exactly the raw material for reports like food cost and per-item profitability. The restaurants that treated compliance as an excuse to tidy their data came out of it operationally stronger, not just compliant.
Frequently asked questions
Does every restaurant in Saudi Arabia have to issue e-invoices?
Every VAT-registered business in Saudi Arabia is subject to e-invoicing, restaurants and cafés included. Businesses below the mandatory VAT registration threshold and not registered are out of scope.
Is putting a QR code on the receipt enough?
No. The QR code is one requirement among several. The invoice must be issued by a compliant electronic system, stored electronically, and contain every mandatory field — and the QR itself must be a Base64-encoded TLV string, not a URL or plain text.
What happens if the internet drops during a rush?
Simplified invoices do not require live clearance, so a compliant system can issue and store them locally, then report within 24 hours. Confirm your system genuinely behaves this way before relying on it.
How do I cancel an invoice after it has printed?
You do not delete it. You issue a credit note referencing the original invoice number and stating the reason. Deleting the invoice breaks the number sequence and is itself a violation.
